Vision

We at Pasay City envision, through more responsive quality Alternative Learning System (ALS) programs, empowered and functionally literate Pasayeños equipped with life-long skills who will lead in the social and moral transformation of this city.

Mission

Propelled by our vision, we shall equip every Pasayeño with desirable corpus of knowledge, life skills, habits and values that will enable him/her to think critically and creatively, act innovatively and humanely in order to improve the quality of his/her life and that of his/her family, community and country.

Objectives

•          Provide access to learning intervention to OSY and adults to eradicate illiteracy.

•          Ensure the continuous flow of organized ALS classes in the schools and barangays of Pasay.

•          Establish benchmark of achievement among ALS A&E learners, and Tuloy-Aral Program clients.

•          Enhance capability building in planning and management of community based literacy and ALS projects for effective and efficient implementation

•          Organize skills trainings, livelihood classes, Tuloy-Aral LSCS and LSDS Service Providers for literacy and community based projects.

•          Utilize all serviceable classrooms and learning centers for ALS classes. Encourage LGU’s to have ALS mobile library for the barangay learning centers.

•          Recognize outstanding individual’s government and non-government organization for their dedication, commitment and contribution to literacy education in the community.

•          Encourage the development and replication of innovation, creative and indigenous literacy programs and projects.

•          Maximize services of ALS Instructional managers, mobile teachers, para teachers and service providers.

•          Monitor and assess the implementation of all ALS programs and projects.

Target clientele of Alternative Learning System program include:

ü  Un-employed OSY’s and Adults

ü  Completers of the Functional Education & Literacy Program

ü  Housewives, Tradesmen, Prisoners, Maids, Factory Workers & Drivers

ü  Differently-abled Persons

ü  And others who want to continue learning

Literacy Cum Livelihood/Life Skills Program

An enhancement program for neo-literates to prevent them from reverting to illiteracy, ensure the development and enhancement of their skill for economic progress. Examples of the skills trainings are Caregiving, housekeeping, reflexology, culinary arts, driving and automotive welding, computer literacy and the like.

Balik-Paaralan Para sa Out-of-School Adult Project (BPOSA)

Its objective is to give opportunities for out-of-school youth and adults to finish secondary level education. A qualifier for this program must be at least 12 years old and may include elementary graduate, secondary drop-out, passer or non-passer of the ALS A&E test in the elementary or a PEPT passer in the elementary level.

Basic Literacy Program

                This is an intensive community based training for illiterate out-of-school youth and adults who are willing to learn basic literacy skills. The skills are ability to read with comprehension, ability to compute simple problems, creative thinking and problem solving.
